The Shield reunited shortly after Roman Reigns won the Universal Championship at SummerSlam 2018. It was a great run until Reigns announced to the world that he would no longer be able to compete owing to leukaemia. And then Dean Ambrose turned heel, bringing an end to The Shield forever.
It is far too soon to turn Ambrose face again. Therefore, there's a great opportunity for Rollins to be the architect of a new Shield in 2019. Rollins could find common ground with Finn Balor, and put together the group that everyone loves so much.

Balor could benefit from being associated with the group, considering that he's been booked into the ground previously. The third member could be Elias, or Jeff Hardy, or even AJ Styles if he comes over to RAW from SmackDown Live.
