It's clear that Cena's legacy has already been immortalized, and having him win the gold would merely be taking a spot from a full-time Superstar such as Samoa Joe or Mustafa Ali.
Whilst Cena and Bryan have history, and have entertained in the past, having Cena win the title (presumably to lose it not long after) does no-one any favors, as fans would reject this Hot Potato.
