#2 Jesse Ventura
Jesse Ventura was a unique character. He wrestled differently, dressed differently, and enjoyed quite a reputation of behaving indecently with the WWE boss. The Mac Daddy tried to stop him from acting in the movie, Predator, but The Governor challenged his authority and acted in it. He won a lawsuit against the company over loyalty rights in 1995, which irked Vince immensely.

The Daddy Mac tried hard to stop him from re-entering WWE, but NBC insisted Ventura be the main voice of the Saturday Night’s Main Event. Ventura always had the upper hand when dealing with the WWE boss.
#1 Hulk Hogan
Hulk Hogan was the most popular wrestler during the 1980s, and he used his popularity to leverage against the WWE boss. Whenever The Hulkster was presented with a situation he did not like, he twisted the arms of Vince to change the outcome. Hogan ventured into different professions without asking The Daddy Mac. He played a crucial part in sinking WWE by siding with WCW.
Hogan refused to be put over Steve Austin, Randy Savage, Jake Roberts, and Shawn Michaels. He indulged in selfish politicking which was never challenged by Vince.
