#6 Shelton Benjamin

Now, Shelton Benjamin may be one of the more surprising names on this list - but that doesn't mean he should be underestimated. We all know that anything can happen in WWE, and surprise packages can even win the biggest of prizes, as Jinder Mahal proved just recently.
Shelty B was last spotted in WWE doing Brock Lesnar's dirty work in the lead up to his WrestleMania 35 match with Seth Rollins, but Benjamin is indeed still contracted to WWE, and a push could come at any point.
Benjamin though does need to win the biggest prize of all to join the elite club, so a WWE Championship or Universal Championship reign would need to be forthcoming - with Benjamin boasting three Intercontinental Championship reigns, two Tag Team Championship reigns and one United States Championship reign.
#5 Sheamus

It all started off incredibly well for Sheamus when he became the WWE Champion very shortly after his debut, and two United States Championships showed him off to be one of WWE's top singles stars - although The Celtic Warrior has now transitioned into more of a team player, winning the Tag Team Championships five times alongside Cesaro as part of The Bar.
If he ever pursues a singles career again, one Intercontinental Championship win would see Sheamus become number 14 on the elite list.
