WWE left out a great deal of talent without a storyline to be included in the Hell in a Cell. Bobby Lashley, Finn Balor, Bobby Roode, Shinsuke Nakamura, Kevin Owens - nobody could make an appearance at the Pay-Per-View.
While some might argue the quality over quantity debate, but we have seen with SummerSlam that even a lengthy show can come up with great content.
