#1 Triple H

If there is any person more loyal than John Cena to the WWE, then that person is Triple H. The person even books NXT and the show has thrived on it. If he ever changes his allegiance to NJPW, he could be used brilliantly both as a booker and a wrestler.
Chris Jericho has shown that the hardcore style of wrestling can be blended into the world of strong style. And, if there is an active wrestler more well-versed in it than Jericho, then it is the 'Cerebral Assassin' Triple H. He is known for the countless 'Hell In A Cell' and 'No Holds Barred' matches he has been part of. NJPW has gone the extreme route only a few times. And, if they want to go again, they should call Triple H.
As far as being a producer is concerned, he is already giving tough competition to Gedo. Paul Levesque along with Ryan Ward won the Wrestling Observer Newsletter's Best Booker award in 2015. Meanwhile, Gedo won it from 2011 to 2014 alongside Jado, and all by himself in 2016 and 2017. Moreover, he is already considered the frontrunner to win the 2018 award given his WrestleKingdom 12 and Dominion 6.9 booking.
However, much of that is because NJPW doesn't have a tough competition in that category. If Triple H got the opportunity to book Raw and SmackDown, he could have realized his untapped potential. And, if he would go to NJPW, he and Gedo would form the world's best booking pair.
