#2 Liv Morgan
If there's one WWE Superstar who's improved leaps and bounds since the turn of the year, it's Liv Morgan. She beat Natalya during the WrestleMania preshow and although she did not find a spot on the main card of the Grandest Stage of Them All, I would argue that given how young she is, even this counts as a huge milestone.
Liv Morgan has managed to shine on WWE programming in the weeks that have followed since. She has refined her mic-work significantly and augmented her move set inside the ring as well. Morgan finally managed to close the Ruby Riott chapter and even put up a good fight against Charlotte Flair on RAW.

Had I been writing this article back in May, I would not have dared to include her name here. But that's how much of a difference the past few weeks have made. Following her match against The Queen, Morgan has only appeared in backstage vignettes talking about her life. She even missed last week's edition of RAW altogether.
While this is certainly character development on her part, I do believe that having Morgan feature inside the WWE ring would work much better for her. That's simply because she's rather impressive during match segments as well and like I mentioned above, knows a thing or two about cutting promos now.
It's not just that. The company has focused heavily on investing the fans into the "Greatest Wrestling Match Ever" between Edge and Randy Orton as well as the WWE Championship match between Drew McIntyre and Bobby Lashley on RAW. So Morgan has become a bit of an afterthought.
