When Daniel Bryan competed in the main event of SmackDown in the Money in the Bank Ladder match qualifiers, everyone had thought that he would win. However, the WWE creative team would surprise the audience and give Rusev a clean win.

A logical justification could be the risk involved in the match. The last thing which the WWE wants is to see a returning star getting injured again.
Irrespective of WWE's decision, Bryan would have been a fine addition to the Money in the Bank ladder match. Remember, he has also won the match and cashed it in successfully.
