The only match that would make sense for the Intercontinental Championship is this one. Somebody has to strip the title off Rollins before Crown Jewel because he is likely to be involved in the tag team mix.

Kevin Owens is involved in a feud with Bobby Lashley and his recent loss against Rollins should remove him from the mid-card title scene for now.

With Raw lacking credible heels at the moment, this match is made on the assumption that Jinder Mahal's character is reinvigorated and he becomes laser focused and dethrones Rollins. Then as his opponent at Crown Jewel, fan favourite Balor steps in, he too isn't involved in an intriguing storyline at the moment.
