Vince McMahon still has a lot of influence in the WWE, as is indicated by his reluctance to promote Swiss superstar Cesaro, who has been getting pushes from his son-in-law Triple H.
The fact that both of them are engaging in some sort of a weird power struggle is indicated by the fact that some wrestlers get a push, and then are pushed down the card.
Cesaro is one to have sufferred a lot because of this power struggle, as he has been promoted well b Triple H regularly, but then gets pushed back down by Vince McMahon, who clearly does not think that he can become a potential great.

McMahon is said to find Cesaro “boring”, and doesn’t believe he’s aggressive enough or a “tough guy.” This might be just his personal taste, as he possibly thinks that Cesaro is “too hoity-toity,” “European,” and “too book smart.”
He definitely believes that there is potential in though, but is unable to “get” or understand him. His decisions on wrestlers come down to two facts, either he should make him a lot of money, or should be someone he likes. If both aren’t satisfied, he won’t accept the wrestler.
Backstage opinion on Cesaro is much more positive; he is “universally loved” by his colleagues and is regarded as a great worker and a really, really nice guy. It is said that “with the exception of some pieces of garbage, everyone is rooting for him.”
