It's unlikely that Cesaro will dethrone Roman Reigns and take the Universal Championship from him. After all, Edge and Daniel Bryan, both of whom may be bigger stars than Cesaro in the WWE totem pole, came up short against Roman Reigns in the WrestleMania main event match.
Luckily, even if Cesaro has a competitive showing against Roman Reigns, he will still move up the SmackDown ladder. He does not have to win the WWE Universal Championship, but just being a part of the main event scene is big news for him.

Cesaro coming up short against Roman Reigns could set the stage for someone like Big E to take on the Tribal Chief at a stage like SummerSlam. A title change could occur at the Biggest Party Of The Summer and a brand new face of the brand could be born!
Cesaro's former tag team partner, Sheamus, has risen the ranks in a similar way on RAW through feuding with Drew McIntyre. Let's hope the Swiss Superman follows suit.
