Roman Reigns' feud with Cesaro may be a good way for a mini Shield reunion to happen. No, Tony Khan may not necessarily allow Jon Moxley to return to WWE for a brief run, but Seth Rollins and Roman Reigns could come together for a new reign of terror.
Rollins is clearly not done with Cesaro and the two of them are likely to clash either at the upcoming pay-per-view or on an episode of SmackDown leading up to WWE WrestleMania Backlash. He could form a loose alliance with Roman Reigns and Jey Uso, and this heel faction could dominate SmackDown even after the Cesaro feud.

Seth Rollins has not been able to find his footing ever since he assumed the role of the Monday Night Messiah, and a chance at an alliance with Roman Reigns is a great way to remedy this. Cesaro could benefit from this coalition of top guys working together to take him down.
