4. Change the main-event scene on Monday Night Raw
The main-event scene on Monday Night Raw has stagnated over the past year. After Goldberg defeated Kevin Owens to become the Universal Champion, the Championship seemingly became the property of the ultra-heavyweights.
Brock Lesnar picked up the Championship from Goldberg at WrestleMania and is still the Champion, a status that is likely to continue until at least SummerSlam. Since he became champion, Lesnar has defended his title against the likes of Braun Strowman, Kane, Samoa Joe and Roman Reigns. Other superstars have not received an opportunity, although, that may be due to Brock's continued absence from most episodes of WWE television.

Seth Rollins, Dean Ambrose, The Miz, and even Kevin Owens, could all have challenged for the title at some point, but this never came about, with them battling for titles in the mid-card.

Finn Balor winning the Money in the Bank briefcase could signal the tide shifting. If he won the briefcase and cashed it in, then the Championship would no longer only be associated with the heavyweight contenders.
