#1 Finn Balor and The Club

Fans who only know Finn Balor's work in the WWE will think that Balor is one of the most natural babyfaces in the company, and it's a testament to the guy's talent that he can come across that way. Those who know Finn's work in NJPW, however, will know that Balor can be one of the best heels in the industry on his day.
Finn's early work with The Bullet Club is the reason that name is so famous in the world of wrestling right now, and the WWE would be smart to tap into that side of his character.

Moving Balor, Gallows, and Anderson over to Smackdown would be a wise way to kickstart this by giving The Club a fresh start in a new home. Having the trio become a dominant heel stable would make for great television, especially if they wanted to try and convince AJ Styles to join them, given his history with the stable.
Finn is a great babyface, there's no denying that, but he feels trapped on Raw at the moment, and by continuing as the same character, on the same brand, the chances of him breaking that glass ceiling grow smaller by the week.
