We have a brand new WWE Champion ruling the RAW roster
#1 Hell in a Cell had to end with a major development of some sort

Nobody can dispute the fact that the match placement at Hell in a Cell was a little awry and awkward, because it began on a rather heavy note with Roman Reigns and Jey Uso, and was followed by arguably the best match of the year between Sasha Banks and Bayley, in what was perhaps their best match too. The Hell in a Cell main event had a lot to live up to, and unless there was a title change, there was absolutely no way to justify why this match was going last.
Plus, there was also the element of Randy Orton sending Drew McIntyre through a table at Hell in a Cell that had to be sold in the outcome, and so it was since McIntyre came out on the losing end of the match. Hopefully, Randy Orton works with a whole bunch of promising babyfaces in the RAW roster following Hell in a Cell and elevates them all.
