Former WWE writer and The Rock's close associate Brian Gewirtz revealed that Cody Rhodes went off script during his segment with The Brahma Bull on SmackDown.
The American Nightmare initially gave away his WrestleMania XL spot to The Rock before public outrage seemingly led to a change in plans. The interesting turn of events led to The Great One turning heel and aligning with the Bloodline while Rhodes went on to defeat Roman Reigns at The Showcase of Immortals.
Brian Gewirtz revealed on the Ringer Wrestling Show that Cody Rhodes was supposed to be more enthusiastic while giving his spot to The Rock. However, the former AEW EVP looked visibly upset during the segment which caused further outrage among fans.
"Because Cody, it was supposed to be, in some form, like, yeah! F*ckin’ A! Go get ‘em Rock! You’re gonna get your a*s kicked Roman! Let’s do this! And kind of this uplifting promo and instead, he looked like someone shot his dog in the face in the parking lot. Like you said, just look at his expression and by the way, someone else who even when the team wins, sometimes looks forlorn and upset and despondent, Julius Randle. Hey. So yeah, that, I don’t think helped matters."

Gewirtz added that he doesn't blame The American Nightmare for not going as per the plans.
"It might not have changed, it might not have affected anything. But certainly on paper — and by the way, I don’t even blame Cody for that because he’s real, he’s one of the realest people I’ve ever met so yeah, it’s like, he said what he had to say in the promo." [H/T - Cultaholic]
