Things don't always go as planned in WWE, and a particular rising heel star is an instance of organic popularity that was never explicitly planned. According to wrestling veteran Vince Russo, this gives the creative department a chance to turn her babyface to feud with Nia Jax.
The star in question is Tiffany Stratton, who won the Money in the Bank briefcase this year. Despite being a heel, her gimmick and her flair have led to her acquiring a dedicated fanbase, cheering her every move. As such, the time is ripe to turn her into a babyface. With Nia Jax being the current WWE Women's Champion, there is also a possibility that she will be facing Stratton if a twist is booked to break her partnership with Tiffany.

Speaking on Sportskeeda's Writing with Russo, Vince Russo said that Tiffany Stratton could be turned babyface if pitted against Nia Jax.
"Nia Jax, I think, is a legit heel. So she is a legit heel. She is bigger and beefier than Tiffany Stratton. So, if you want to make that mean something, you are just gonna have to put some sympathy on Tiffany Stratton. If they can do that through story and turn her babyface, I think it will be good. But again, from a writing point of view, they have not done that very well." [1:19 onwards]

The WWE veteran said Tiffany Stratton needs to change her ring attire
According to Vince Russo, a significant factor behind Tiffany Stratton not getting booed as a heel is her ring attire.
Speaking on The Wrestling Outlaws, the veteran stated that Tiffany's outfit was too revealing to incite boos from fans. He stated that if the 25-year-old planned to get over a heel, the ring attire had to be changed.
"Bro, let's be honest, she wears less clothes out there than anybody on the roster," Russo said. "Way less. Way less to the fact that you're watching her matches because something's gonna pop out. Bro, guys ain't gonna boo that! Right there, if she really wanted to get heat, the first thing she's gonna do is cover that s**t up! 'You're gonna have to pay! You wanna see this, man? You're gonna have to pay top dollar.' That gets her heat."
As of now, it remains to be seen what WWE plans to do with Tiffany Stratton down the line.
