It did not feel fair putting Jeff Hardy this high on this list. But when I considered the other options (Dolph, Alexa are still fresh, Carmella and Brock are definitely the worse champions) I had to put him in the #2 spot.

Hardy returned on the Raw after Wrestlemania 34 and faced the newly-crowned Jinder Mahal for the United States Championship a week later. After an average bout, he won the title and was named a Grand-Slam Champion. Following night, he was drafted to SmackDown. Although his title defenses against Mahal and Orton were snooze-fests, he quickly improved his act by starring in great matches against The Miz and Daniel Bryan.
He currently seems to be in a rivalry with Shinsuke Nakamura and his reincarnation of The Charismatic Enigma has certainly done him favors. Hardy deserves a dedicated push that has been lacking till now, but the veteran has certainly tried to give his best every time he faces and audience.
