#2 Former four-time WWE World Champion Sheamus

The last time Sheamus won the WWE Championship, it was 2015 and the company was determined to push Roman Reigns as the next big thing. Reigns won the title after a grueling tournament to determine the next champion at Survivor Series 2015 when Sheamus cashed-in on him to win the title.
This led to Sheamus becoming WWE champion, and the company even tried out a Sheamus 3:16 shirt to denote how long Reigns held the title. Not only was this a troubling time for fans watching the product, but it also showed how one-note Sheamus was as the top champion.
If nothing else, Sheamus just doesn't have the dimensions to his character that is expected from a top champion. Sure, he's a fighter, and fans love that about Sheamus, but he doesn't sit well in the WrestleMania 37 title picture. Maybe that has to do with how many times he has won the title or his last run as champion, but it's not a road the company wants to go down again.
However, Sheamus has been ranked at a higher position in this list as a result of his intensely personal feud with Drew McIntyre. If there is someone other than Drew McIntyre who could walk out as the WWE Champion in terms of the storyline, it has to be Sheamus.
