Roman Reigns definitely did elevate the IC Title
It is safe to say that in late 2017, fans definitely did not expect Roman Reigns to win the WWE Intercontinental Championship from The Miz, but much to everyone's surprise, Reigns did win the IC Title and became the 28th Triple Crown Champion in WWE History, joining his fellow Shield brothers Seth Rollins and Dean Ambrose on the Grand Slam Champion list.

Following his title win, Reigns planned on issuing Intercontinental Title Open Challenges every week on Raw, much like former WWE US Champion John Cena did. Reigns would successfully defend his IC Title in some absolutely classic matches against the likes of Elias, Jason Jordan, Samoa Joe, and even Cesaro.
However, on the 25th Anniversary episode of Raw, The Big Dog would once again lose back the title to The Miz, who ended Reigns' title reign at 63 days but over the course of the two months, The Big Dog did manage to elevate the IC Title by defending it in some classic matches.
