So the best way to book Orton will be to make Sheamus eliminate him unleashing the vicious side of Orton that has stayed hidden inside him for so long.

Saving Orton from the title scene for the WrestleMania season will work this way as the part timers could take center stage. After the feud with Sheamus, Orton could be reinserted as a title contender when all the part timers go back into hibernation.
