Roman Reigns is currently involved in a feud with The Bloodline, led by Solo Sikoa, on WWE SmackDown. However, given that the heel faction holds the numbers advantage over the Original Tribal Chief, Roman needs reinforcement.
One way of tackling the Solo-led faction could be for Reigns to form a new version of The Shield. While Jon Moxely, aka Dean Ambrose, is currently in AEW, the OTC needs to join forces with the 16-time champ, Seth Rollins, and ex-AEW star Cody Rhodes to form Shield 2.0 due to the following reasons:

The Usos were rumored to join Roman Reigns in his war against The Bloodline. However, that hasn't happened yet. Jey Uso is having a fantastic singles run on WWE RAW. The former Right Hand Man of Reigns recently won the Interncontinental Championship and seems occupied with the red brand.
Meanwhile, Jimmy has been out of action due to an injury. While Big Uce is rumored to return soon, there is no certainty. It seems fans will have to wait a fair amount of time to see The Usos reunite with Reigns if it happens at all.
However, The Bloodline won't wait, and Roman may fall victim to their numbers game the next time they face off. While The Big Dog has Cody on his side, they are seemingly not on the same page. Hence, in The Uso's absence, the OTC must mend fences with Rollins and Rhodes, joining forces with them to take on The Bloodline.
Roman Reigns' history with Seth Rollins
Roman Reigns and Seth Rollins have quite a history. At the start of their WWE careers, the duo were partners-cum-brothers in The Shield. However, things soured between them following Rollins' heel turn in 2014, which led to the faction's implosion.
Since then, the duo has had a love-hate relationship in WWE. However, given the Bloodline threat at hand and Roman's lack of backup, the OTC needs to make peace with The Visionary.
Rollins has captured the WWE and Universal Championships twice, the World Heavyweight Championship once, the NXT Title once, the RAW Tag Titles six times, United States and Intercontinental Championships twice each.
The Shield 2.0 could be best for business
Roman Reigns forming a new faction with Seth Rollins and Cody Rhodes against The Bloodline would generate a lot of buzz. The potential angle is bound to generate curiosity among fans, which could benefit the company, especially from a commercial viewpoint.
The faction could even go on to add new members, spreading its wings on both rosters. If so, this could lead to a massive WarGames match between Roman Reigns' new Shield and Solo Sikoa's Bloodline.
