#8 Ember Moon
One of the most athletic and hard-working women in WWE, the She-nom Ember Moon could make a fantastic opponent for the Baddest Woman On The Planet. Moon, who famously feuded with Asuka in NXT before debuting on Monday Night Raw the night after WrestleMania 34, has eight years of indie experience and tends to mesh well with other women who hit hard and perform submissions.
She lost the NXT women's championship to Rousey's BFF Shayna Baszler nearly a year ago in what was a solid, respectable match at NXT Takeover: New Orleans, so it's not hard to imagine how she and Rousey could gel in the ring together.

Ember Moon's fast pacing, hard strikes and kicks, unique headscissor variations and brutal Eclipse finisher juxtaposed against Rousey's martial arts takedowns and submission holds could make for a highly enjoyable match.
Unfortunately, Moon (who is currently out with an elbow injury) is a minor babyface in a division helmed by Rousey (the top face) and her built-in UFC fame, so WWE appears to be unwilling to put the two against each other.
