Ravishing Rusev Day would hopefully have more chances on Raw.
I'm not sure if Rusev is still in the doghouse with Vince. Or maybe he's just uninterested or bored with the Bulgarian Brute.

Maybe there isn't a storyline for him. Whatever the case may be, moving him to Monday Nights gives Raw another mid-card act that can be heel or face when the feud deems it necessary.
He'll still always be cheered for Rusev Day, but he's barely treading water on Smackdown. He's had title shots but always loses. Case in point: against Shinsuke Nakamura at Crown Jewel.
Whichever show he is on, Rusev will have good matches. He's reliable but his talent begets bigger things. His matches with Chad Gable, Cien Almas and AJ Styles prove so.
If it means turning back into the mean USA-hating heel, fine. As I said, he'll still get some cheers, but imagine a feud between him and Elias.
