The Rock last appeared on RAW after WrestleMania 40 and announced his hiatus from WWE TV but vowed to return for Cody Rhodes and the Undisputed WWE Championship. Fans expect The Brahma Bull to return prior to SummerSlam 2024 or possibly Survivor Series which will presumably be held in November 2024, but neither seems to be possible.
Currently, Dwayne Johnson is filming for The Smashing Machine. The filming of the movie apparently ends in August 2024, which rules out Rock's return at The Biggest Party of The Summer. SummerSlam 2024 is scheduled for August 3, 2024, and to have a match at the premium live event, The Brahma Bull will need to return at least a month prior to build it.
Next, the Hollywood star will assume the role of 'Maui' in Moana's live-action adaptation. As per The Final Boss' social media, production for the live adaptation will begin in August 2024. Ideally, the filming will run for two months and his schedule might finally be free for a return sometime around November 2024.
Considering Survivor Series 2024 will mostly be scheduled around November 2024, it doesn't seem possible for him to have a match at that premium live event either.

Keeping the back-to-back productions in mind, it is highly likely The People's Champ will return to WWE in 2025. For 2024, WWE might focus on building the story of Roman Reigns vs. Solo Sikoa for The Bloodline's leadership and to determine the true 'Tribal Chief.'
The Rock vs. Roman Reigns is still on the table for the WWE Universe
The Final Boss probably would have taken on The Tribal Chief at WrestleMania 40, but the WWE Universe rallied behind Cody Rhodes. Fans wanted to see Cody Rhodes in the main event more than The Rock, and plans were changed.
However, it is also true that fans want to see The Rock vs. Roman Reigns as well. WWE need not have a title on the line for this match since the storyline was about 'The Head of the Table.'
While The Brahma Bull vs. The American Nightmare is a match that will definitely happen, WWE will need to find the spot for The Rock vs. Roman Reigns sometime during The Bloodline Saga to ensure it every piece of the puzzle falls in place.
