Andrade can be a World Champion and people will still call him underrated. That's how good he is in the ring. Then a brief feud (which went nowhere due to Mysterio getting drafted to Raw) allowed Andrade to pick up some momentum.
Moreover, Fox reportedly wants Latino stars on the Blue Brand by October to draw in Spanish viewers. Thus, there is time to establish Andrade as a major player by then. Winning the Ladder match will be the perfect way for casual fans to start considering him as a credible athlete. Thus, Andrade deserves to win this match the most, out of all the participants. He has the most to gain as well as lose from this match. WWE has the chance to build a star overnight and here's hoping that nothing goes wrong this time.
