Seth Rollins won the Universal title match at Royal Rumble by disqualification. However, he didn't walk out as Universal Champion. That means he has unfinished business with the champion, who still hasn't beaten him in a title match. The Architect has also competed for the WWE title at two of the last three PLEs.
Just like Lesnar got a rematch for the WWE Championship at Elimination Chamber, Rollins has a legitimate claim to the same for the Universal title.

Seth Rollins is one of the top superstars in WWE. He's a bonafide star. That being said, it's quite clear that Roman Reigns and Brock Lesnar are the two top dogs in the company right now.
Therefore, should the powers that be need the titles to switch hands without either superstar looking weak, Seth Rollins might be inserted into the matchup to "eat the pin" and preserve their momentum.
