Finn Balor should definitely be the Intercontinental Champion heading into WrestleMania. However, there is a question of who he will defend the Intercontinental Championship against. While some may think that it should be Aleister Black and/or Ricochet, it is likely that they will be involved in the Raw Tag Team Title picture. Therefore, it should be the returning Sami Zayn that faces off with Finn Balor at WrestleMania. While Kevin Owens likely has a role in WrestleMania 35, Sami Zayn does not, even though he reportedly has been cleared to return. The WWE Universe has never been gifted the treat of seeing a match between Sami Zayn and Finn Balor as they have only faced off in tag team action and in triple threat matches.
