#1 Both rosters are far too stacked
Ultimately, everything may just boil down to the fact that there is far too much talent in the roster at the moment. And there may not be a place for Luke Harper as things stand on RAW and SmackDown Live. I mean you have Superstars like SmackDown Women's Champion Asuka who doesn't get TV time on a weekly basis. Luke Harper is lower on the priority list.

WWE may have the best roster right now than it ever did, in the company's rich and illustrious history. But the fact is that so many people are competing for the spotlight at the moment, that some have to sit on the sidelines until it's their turn once again. And this is criminal because each and every talent is great.
Of course, I could be wrong. We may see Harper in action soon.
