#2 Finn Balor vs Shinsuke Nakamura (Intercontinental Championship)

This match is certainly a lock for Extreme Rules and while it does seem really exciting, we should not hope for too much.
The last time fans were overly excited for a Shinsuke Nakamura match, his WWE Championship match against AJ Styles at WrestleMania 34 did not live up to the gigantic hype.
Cody Rhodes' uncle is a WWE Hall of Famer. More details HERE.
If expectations remain in check, then Nakamura and Finn Balor will surely have a good match, at the very least. After months of being unused in a tag team with Rusev, the King of Strong Style is returning to singles competition.
A lot of Nakamura's steam has worn off in 2019, so hopefully, this feud with Balor can remind everybody just how good he can be.
Balor himself has been largely absent from television since the Wildcard rule was introduced. The Intercontinental Championship certainly deserves more focus and perhaps, this match can do just that.
There shouldn't be a stipulation so early into the feud and Balor vs Nakamura would likely work better without one, anyway.
