I know that Paul Heyman promised a cash-in, and he delivered, but that could only be the tip of the iceberg. The fact of the matter is that Heyman is a very important backstage figure now. And Heyman and Lesnar are very close, even in real life.
You have certain individuals do well in the roster when they have the blessings of some powerful individuals. Of course, Brock Lesnar has always done well, since the day he debuted, but Heyman could have thought up an entire long-term plan with Lesnar as the Universal Champion. If he managed to sell it to the boss in a convincing manner, McMahon could have greenlit this huge, monumental title change.
Under the leadership of Paul Heyman, one would have to assume that Lesnar will play a very important role in WWE. And hence, he is the Universal Champion yet again.
