#1 No mid-card championships being defended at Hell in a Cell

No Intercontinental Championship defence yet?
The Hell in a Cell pay-per-view is hours away and WWE have only announced five matches as of this writing. At the PPV, the WWE Universe will see three Championship matches taking place. The titles being defended are the WWE Championship, the WWE Universal Championship and the WWE SmackDown Women's Championship.

WWE may not include all championships at every PPV. However, given that the promotion has relatively newly-crowned mid-card champions in Sami Zayn and Bobby Lashley, benching them is unusual. None of the Tag Team Championships will be defended at the PPV, either.
Given that the WWE Draft took place recently, WWE may not have had enough time to build an engaging feud for the mid card titles. But, the WWE RAW Women's Champion, Asuka hasn't shifted brands. WWE could have found a challenger for the Empress Of Tomorrow for Hell in a Cell.
With only five matches, WWE Hell in a Cell looks to become the PPV with the least number of bouts.
