The heart of the matter
Lesnar won't be on any of the live events or Raw tapings leading up to Payback because of his contract, which only allows WWE to use him for a certain number of dates. The Universal Champion charges heavily for every appearance he makes, so Vince McMahon brings him out only when needed.

What's next?
According to Nick Paglino's report, if Lesnar does not appear on the Raw following Payback, we won't be hearing from him for quite some time. After Payback, WWE will be packing its bags for a trip to Europe, and the chances of Brock going there are virtually non-existent. Also, as Lesnar won’t be working the live events, Braun Strowman and Roman Reigns will be headlining them.
Author's take
This situation with Lesnar is similar to the time when he won the WWE World Championship back in 2014, and then just never showed up for a long time. Not only does this diminish the value of the title, but it also gets Lesnar hated by the fans for being a lazy part-timer.
