Once Brock Lesnar says goodbye to WWE, Drew McIntyre could become the biggest heel on WWE, or at least on the Red Brand. RAW has been suffering from a shortage of quality heels. Their current heels - Bobby Lashley and Baron Corbin - do not have any redeeming character, personality, or appeal, unlike Drew McIntyre.
On the other hand, Smackdown LIVE possess some of the best heels in the business - Randy Orton, Samoa Joe, and Daniel Bryan to name a few.

The lack of quality heels has been hurting the Red Brand a lot as of late. Thus, it would be a great move to push McIntyre as the top heel of the company. McIntyre possesses every quality that a WWE superstar needs to be at the top of the food chain.
