#1 Had a SmackDown headliner on RAW
Earlier in the night, Vince McMahon announced the wild-card rule, and also set up a few matches for the night. One of the matches announced was a rematch of the WWE Championship match from WrestleMania 35.
In a desperate attempt to rebuild Raw’s ratings, Vince gave one of SmackDown’s biggest matches and rivalries a Raw audience instead.
While both superstars belong to SmackDown Live, they competed in a very good match to close out the night on Raw. However, this exposed how desperate WWE was to work on Raw’s ratings at the expense of SmackDown. On top of that, Vince had to rely on Kofi, a man he hadn’t believed in for a long time, to give Raw the push that was required.
The entire scenario and the match did not make too much sense, as WWE could have given Kofi or Bryan a match against a Raw superstar to build them rather than take a hot feud out of the blue brand straight to the red brand.
