Charlotte Flair is a former WWE Women's Royal Rumble winner. She came out on top in last year's match and then defeat Rhea Ripley at WrestleMania last April for the NXT Women's Championship.
It came as no surprise that The Queen then announced her participation in this year's WWE Women's Royal Rumble match last, sending a message to the other women who had already been announced for the match.
Charlotte was backstage with Sarah Schrieber, who asked her if she had a message to send to the other women who had already announced their participation in the match. Charlotte declared that she would be part of the 30-woman over-the-top-rope match.
The issue here is that only Nia Jax has announced her place in the women's match at present. It means that Charlotte was literally talking directly to Nia Jax unless Sarah believed that several more women had already announced their place in the match.
