Drew McIntyre defended his WWE Championship against Keith Lee in the main event of last night's episode of RAW, and all of the legends were on the stage to watch the match.
It was later made clear that these legends were on the stage because McIntyre was supposed to deliver a promo after his match so that Goldberg could come out and set up their match.
The fact that the match between Lee and McIntyre overran meant that Goldberg was sent out as soon as the match came to an end and cut the promo that he was supposed to.

The fact that McIntyre didn't actually insult any of the WWE legends on RAW that night meant that Goldberg's promo made very little sense and RAW then cut off prematurely because the show ran out of time.
It was a bit of a mess at the end of the show as WWE tried to ensure everything important made the cut, but without Drew McIntyre's promo, the whole segment didn't go together well.
