As great as Roman Reigns was, the truth is that he was no underdog. Fans knew from the start that he was the chosen one and would overcome all obstacles. As a result, they were unable to buy him as an underdog and it ended up backfiring on WWE.
Finn Balor, on the other hand, is a far more credible underdog, and in that regard, he would be an even more ideal choice than Seth Rollins to topple The Beast from his throne.
#2. The Demon needs to be protected

We haven't seen The Demon since Summerslam 2018. Prior to that, we hadn't seen the Demon since October 2017. With such large gaps, it's obvious that the Demon only comes out on special occasions.
What bigger occasion than the biggest match of his career against Brock Lesnar? They could play this into the story and The Demon Balor could end up being the one to slay The Beast. After all, they would want to protect the Demon persona.
