It's no secret that Kevin Owens hasn't had the best 2019. He has been the first to admit that he feels he hasn't been a relevant part of WWE programming this past year or so and it's something that he obsesses about.
However, at the end of the year, it appears he's finally in a relevant program as a babyface and it's probably because he has been on Monday Night RAW. While the Draft period did involve Owens being responsible for Shane McMahon's departure from WWE, he's had a bit of a frustrating year creatively.
According to Sportskeeda's Tom Colohue on Dropkick DiSKussions, the original plan in the WWE Draft this past year was a surprising one, with Owens reportedly being pegged to stay on SmackDown. Colohue also stated that Owens was one of the last-minute swaps.
"He [Owens] was a last-minute swap as well. The plan was very much to keep him on SmackDown based on the specific order they were reading things out and the leaked information that was in WWE.com."

"Paul Heyman probably saw what was happening and reacted to the list and said 'Ok we need to make a change. Give me Kevin Owens. I'll do very good things with him.'"

It's a good thing that WWE decided to move Owens over to RAW since he has been doing much better on the Red brand. Although he has been in relevant storylines on SmackDown in the past, his last two runs on the brand haven't been up to the mark.
Many have considered Owens to be one of the most underutilized stars this year, especially since he was a World Champion between the second half of 2016 and early 2017. Hopefully, his current babyface push will lead him back on that route.
