Owens & Otis win by DQ..? Reigns locks in a guillotine on Kevin while illegal and the ref immediately calls for the bell- but it was fine for him (Roman) to kill Otis with the steps 10 minutes earlier?! What?! #SmackDown
The central issue with the WWE creative think tank is that they sometimes do not think things through, and they imagine that their audience does not do so either. We're sure you all caught the segment where Roman Reigns destroyed Otis with the steel steps.

One would imagine that using a foreign object in such a manner would result in a disqualification, but the referee allowed the match to go on, but however, brought the match to a close when Roman Reigns used his guillotine.

The company changes the narrative based on how it suits their programming, and that's not necessarily always the best way to tell a story. The truth is that even a mistake such as this is noticed by one and all on social media, and they highlighted the same all across Twitter.
That said, this was the only thing with Roman Reigns that was sub-par. Everything else was pure gold, from the start to the end of this week's show.
