#2 Luke Harper
Rowan is clearly on the verge of a monster push on WWE RAW. For once, he is the man in the spotlight and not Luke Harper, someone who has always been the preferred Bludgeon Brother, at least with the 'smarks'. In any case, this opens a world of opportunities for Harper to stride forth and do his own thing.
Harper has been to NXT in the past when he took on Ricochet in a singles match. He could certainly do the same by taking on Adam Cole at Survivor Series 2019. And nobody would miss him either because Luke Harper is not doing anything on SmackDown at the moment.
In fact, he may be a much better fit in NXT where his impeccable in-ring skills could actually be highlighted. Although he's been a part of some great gimmicks right now, I have a feeling that Harper much prefers just being an in-ring performer. Maybe he wins at Survivor Series and goes to NXT for a bit?
