The project was developed by a modder named World Travel who brought the entire Liberty City from Grand Theft Auto 4 to Grand Theft Auto 5. The mod is highly detailed and has many things preserved from the original map.

You can explore all three islands of Liberty City as Franklin Clinton, Michael De Santa, and Trevor Philips. The modder also added the NPCs from the 2008 title and a functioning Liberty City Police Department.
