To start Dr. Dre's The Data Leaks mission, you will first need to purchase the Agency in the online multiplayer mode. This is one of the businesses in the game and is currently on sale thanks to the ongoing GTA Online weekly update. Once you have set everything up, complete some Security Contract missions. After a while, Franklin will contact you about a potential client, Dr. Dre, and ask you to meet him at the golf course.
