You will need a Celebrity Solutions Agency to access this contract. The properties of this business are available on the Dynasty 8 Executive website, with the cheapest costing $2,010,000. It is quite expensive but Rockstar has discounted all Agency properties by 30% during this GTA Online weekly update.

After purchasing an Agency, complete one Security Contract to unlock the VIP Contract. Both contracts are accessible from the computer in your Agency's office.

If this is your first time playing the VIP Contract, wait for a phone call from Franklin Clinton after finishing your first Security Contract to get started with the former. On the other hand, those who have played the VIP Contract before can start it directly from the Agency computer.
