While Rockstar Games gears up to re-introduce Vice City in GTA 6, fans are eagerly waiting to see if the studio mentions Thomas "Tommy" Vercetti, the kingpin of Vice City in 3D Universe, in the forthcoming title. Since Rockstar has already moved to HD Universe, his full-fledged return to the new Vice City is highly unlikely. However, this does not mean that the gaming studio may not tease the popular protagonist.

Possible ways Rockstar Games may reference Tommy Vercetti in GTA 6
Tommy Vercetti is not expected to be among the returning characters in GTA 6, but Rockstar Games is known for including surprising Easter eggs. The upcoming game is also expected to have various references related to the 3D Universe protagonist since a major portion of the old Vice City map is expected to be included.
The first and the most obvious way through which Rockstar may mention Tommy in GTA 6 is through the Vercetti Estate, a huge property at the center of the 3D Universe map, which is still believed to be owned by the protagonist in his respective timeline.
The location is also expected to be a part of the GTA 6 map. Therefore, Rockstar Games could place subtle hints about Tommy Vercetti on the property.
Moreover, the protagonist was the leader of the Vercetti Gang. While Rockstar Games cannot directly bring back Tommy, his criminal organization could be revived. Vice City is historically known for its gangs. Hence, the studio could mention Tommy Vercetti in Grand Theft Auto 6 through the Vercetti Gang.
In Grand Theft Auto 4 and Grand Theft Auto 5, Rockstar Games included various subtle hints such as banners, in-game news articles, and pedestrian dialogs to refer to older games. The same method could be implemented by including Vice City Easter eggs in Grand Theft Auto 6.
However, the best and most memorable reference to Tommy Vercetti will be his iconic blue shirt. Although you can change his appearance in the game, the popular protagonist is often remembered by his light blue-green Hawaiian shirt.
The community strongly believes that Rockstar Games will add a similar-looking shirt (if not the exact piece) in the upcoming game. If this happens, there is no doubt that fans will remember iconic Vice City moments in GTA 6.
