Curating the best exotic weapons for the open world in The Division 2 is a tiresome but crucial endeavor. This is because some of the exotic guns in-game have distinct talents that make dealing with PVE enemies very efficient and easy. Exotics items in the Division 2, which consist of both gears and weapons, are powerful items of the top tier rarity that stand out due to their unique talents.
Each exotic gun has a specific unique talent that cannot be tinkered with like those of the High-End rarity. These exotic gun talents usually have the same core attributes for all players while the secondary attribute values differ. Generally, it is recommended to roll "Dmg to targets out of cover".
In this post, we will look at some of the greatest exotic weapons for the open world in The Division 2 and how they can help in PvE.

5 of the best exotic weapons for the open world in The Division 2
1) Scorpio (Shotgun)
The Scorpio is often regarded as one of the best exotic weapons for the open world in The Division 2. It grants excellent crowd-control abilities against single targets. Its talent is dubbed Septic Shock where shooting a target results in a stack application that persists for 10 seconds. Boosting stacks causes the target to receive increasingly severe debuffs.
- 1 stack - poison.
- 3 stacks - Disorient
- 6 stacks - shock.
- 7 Stacks - The target receives an additional 20% damage from all sources. Stacks are no longer increasing.
The duration of these status effects is determined by the percentage of pellets that land. This weapon can be farmed from shotgun loot-allocation areas or target-farmed from the Countdown or the Summit.
2) St. Elmo's Engine (AR)
Players often compare St. Elmos Engine with the Eaglebearer as the top exotic weapon in The Division 2. Both are amazing in providing damage output while granting fantastic talents. However, thanks to the superior attachment stats, St. Elmo's edges its competition.
St. Elmos Engine comes with the talent Actum Est, where shooting an enemy will grant the user one stack. At a total of 100 stacks, the next magazine will be loaded with shock ammunition that can apply the shock status effect. The stacks stay permanently and refresh after the shock-magazine runs out.
With a fairly quick reload time and a massive 70-round magazine, it's a must-have rifle for every division agent. St. Elmo's Engine can be farmed from Assault rifle loot-allocated regions or target-farmed from the Summit or the Countdown.
3) Capacitor (AR)
For skill-focused builds, the Capacitor is arguably one of the finest exotic weapons for the open world in The Division 2. It can be obtained from the Summit after completing five challenges at any difficulty. It has a talent called Capacitance which provides skill damage and weapon damage. Shooting foes generate a stack up to a maximum of 40. Each stack adds 1.5% damage to your offensive skills.
After five seconds, stacks decrease at a rate of one per second. Coupled with that, the Capacitance talent also increases your weapon damage by 7.5% for each skill Tier for your build. After obtaining the weapon from the Summit, players can Target farm it from the Summit or Countdown. It can also be dropped in assault rifle loot-allocated areas on the map.
4) Ouroboros (SMG)
Although this is the hardest weapon to obtain on this list, the Ouroboros stands out as one of the strongest exotic weapons for the open world in The Division 2. It comes with an insane fire rate, a 50-round magazine, and mods that boost, crit hit chance, crit hit damage, rate of fire and reload speed. These, alongside a high base damage, make it a menace in close-quarter battle.
With the talent Rule Them All, whenever the agent is subjected to a Status Effect, 50% of the bullets in their next magazine will apply the same Status Effect on their targets. Although the talent isn't the center of focus here, the weapon's raw stats make it one of the finest SMG and overall weapons in the game. The Ouroboros SMG can only be obtained from the Paradise Lost incursion loot box found at the end.
5) Liberty (Pistol)
Liberty is one of the most reliable exotic weapons for the open world in The Division 2. It's a sidearm that shield-build users can sport alongside their Bulwark shield skill. Although the Liberty needs to be crafted, it is significantly easier to obtain than the Ouroboros SMG thanks to the blueprint system. To craft this weapon, players must collect all four of its parts.
Its talent, Liberty or Death, allows players to get +2% Weapon Damage upon body hits. This can stack up to 30 times. When you hit a Headshot, it will consume all stacks and heal your shield at 3% per stack. This ensures massive shield regen alongside good damage from the Liberty. It is a must-have weapon for Bulwark shield users in The Division 2.
