Here is a list of all the best perks for Compass Rose in PvE:

• Fluted Barrel for Stability and Handling.
• Assault Mag for a slight increase in RPM and Stability.
• Grave Robber for reloading the weapon's magazine from reserves upon final blows with melee, or hitting enemies with a charged melee ability.
• One Two Punch for a significant increase in melee damage upon landing all pellets of the Shotgun on the enemy.

The aforementioned perk combination is meant to damage bosses in any PvE activity. Compass Rose can be used for clearing out groups of mobs as well. Slideshot and Incandescent can be paired up to wipe out minor enemy groups.

How to get Compass Rose in Destiny 2?

Compass Rose is an event-exclusive weapon from Solstice. Hence, players can get these weapons as a drop from completing the "Bonfire Bash" activity at the Tower. Each completion will drop multiple weapons, randomized between the available four pieces in the game currently, alongside a handful of Silver Leaves.
