Build
Set your intelligence to 15 and equip any equipment that increases your intelligence. This is because the more you increase your intelligence, the more XP you get. Once you are done, focus on miscellaneous items and events that increase XP gain. Start by getting the Moth Man Tomb and give Leo a cranberry to get a +5% XP boost from both instances. Also, open some Lunchboxes to get the XP bonus for an hour.
Gaining XP
Once all the pieces are in place, join a team or go solo and travel to the West Tek building and initiate the "Secrets of West Tek" mission. Next, clear out the building and that will gain you a massive chunk of XP.
Once done, leave using the elevator and wait for a few minutes in the basement. Come back up for the super mutants to respawn. Once they are back, clear them out and repeat the strategy over and over until your scoreboard is full.
