Heretic's Fervor is one of the two new seasonal Legendary weapons released for Destiny 2 Revenant Act III. This Aggressive Framed Rocket Launcher comes with the Stasis element, making it a highly accessible Stasis weapon of that archetype. The weapon comes a close second to the existing Cold Comfort from Ghosts of the Deep Dungeon. Since the Heretic's Fervor is a seasonal weapon, acquiring and upgrading it for maximum stats will be easier than getting one from a Dungeon.
This article lists the best perks on the Heretic's Fervor Rocket Launcher for PvE and PvP. Any Rocket Launcher will work in PvP, as long as it has a decent blast radius and velocity. Heretic's Fervor doesn't do anything extraordinary in that regard but still can be utilized well against other players.

How to get Heretic's Fervor in Destiny 2?
Heretic's Fervor is part of the seasonal loot pool in Episode Revenant. Hence, any seasonal activity, such as Onslaught Salvation or the Prison of Elders, will drop the weapon. You can enhance your loot via a tonic, and craft a potion for that specific weapon only inside the Onslaught or the Prison.
Note that Heretic's Fervor is not craftable. Each perk can still be enhanced by leveling the weapon up.
