To catch the Electric Eel Deviant, you must go fishing anywhere on the map. Getting the Electric Eel might take some time because it spawns randomly, and you might need to fish continuously till you get it.

To fish for the Deviant, you must have a fishing rod and bait. You can craft a fishing rod at the Supplies Workbench with copper ingots and wooden logs.
You must then get the bait to attach to the rod. The Dough fish bait is the most useful, and you can either craft or buy it. You need an Intermediate Supplies Workbench to craft this bait, and the material you need for crafting is corn. You can also buy this bait from any dock using Energy Links.

Once Human Electric Eel usage
As mentioned, the Electric Eel Deviant generates additional electricity for your territory. It hovers above a Solar Generator and increases its maximum output. Multiple equipment in your territory can use a lot of electricity from the generators. Hence, it is important to have the extra output that the Deviant provides.
Once Human Electric Eel Mood Management
You need to put the Electric Eel's Isolated Securement Unit near a music source, like a radio you can craft. Apart from that, place the Securement Unit under a blue light near a furnace or a smelter so that it gets the high-temperature buff.
Efficient Mood Management is required for every deviant you catch, so the better the Mood Management, the less time the Deviant stays dormant.
